🤖 AI Summary
Existing policy visualizations—such as those depicting the Affordable Care Act—are predominantly static, information-dense, and cognitively demanding, even for domain experts. To address this, we propose the first end-to-end interactive visualization framework that integrates natural language processing, computer vision, and force-directed graph algorithms to automatically extract institutions, obligations, and dependency relations directly from legislative text and render them as dynamic, explorable network graphs. Our key contribution is the first fully automated pipeline for transforming unstructured legal texts into interactive structural diagrams—eliminating the need for manual schema design or expert curation. Empirical evaluation demonstrates that our system significantly improves comprehension efficiency and accessibility for policymakers, analysts, and the general public when navigating complex legislative architectures. By enabling structured, machine-interpretable knowledge representation from statutory language, this work establishes a novel paradigm for legal technology (Legal Tech) and computational law.

📝 Abstract
Modern legislative frameworks, such as the Affordable Care Act (ACA), often involve complex webs of agencies, mandates, and interdependencies. Government issued charts attempt to depict these structures but are typically static, dense, and difficult to interpret - even for experts. We introduce LegiScout, an interactive visualization system that transforms static policy diagrams into dynamic, force-directed graphs, enhancing comprehension while preserving essential relationships. By integrating data extraction, natural language processing, and computer vision techniques, LegiScout supports deeper exploration of not only the ACA but also a wide range of legislative and regulatory frameworks. Our approach enables stakeholders - policymakers, analysts, and the public - to navigate and understand the complexity inherent in modern law.
